Governance

The governance of Head Start and Early Head Start is unique. We have a shared governance system, in which the Northcoast Children’s Services Board of Directors and the Head Start and Early Head Start Policy Council work together to plan and approve the major decisions effecting the programs.

Board of Directors

The Board of Directors carries the primary legal and fiscal responsibility for the Agency and seeks members with child development, financial, legal, and community services background. The Board of Directors generally meets on the third Tuesday of the month at the NCS central office in Arcata, California.

Policy Council

Policy Council is the parents’ voice in major decisions for Head Start and Early Head Start. Membership on the Policy Council is open to all parents of enrolled children who have not reached the mandatory limit of five years of service on the Policy Council. Policy Council Representatives are elected by the parents at NCS Head Start and Early head Start program each fall. Policy Council Representatives receive comprehensive and ongoing training in program design and management, the decision making process, leadership and boardsmanship. The Policy Council includes members from the NCS Board of Directors as well as community representatives from agencies who work with children and families in Humboldt and Del Norte Counties. The Policy Council generally meets the second Friday of each month at the First Congregational Church in Eureka, California.
